2009 SUBMISSION GUIDELINES

SUBMISSION DEADLINE: Rolling deadline July - December or January - June.

FUTURE SHORTS BOURNEMOUTH
SOUTH TALENT will take place each month in Bournemouth and Poole.  For final dates please visit www.whitelantern.co.uk/futureshorts

1. South Talent aims to stand internationally as a competition of discovery, a stage for new talent and a catalyst for new short films.

2. South Talent is committed to screening high quality new film and animation short film less than 30 minutes in all genres from around the world.

3. The final selection of all films presented in South Talent and their placement in the programme is the responsibility of the Creative Group. The organisation of the event is the responsibility of the Future Shorts Bournemouth Managing.

ELIGIBILITY
4. South Talent is open to short films of all production techniques, including animation, documentary, drama, experimental or artist film and hybrid work.

5. The primary contact completing the submission process must be authorised to submit the film for consideration including permission from a distributor or sales agent representing the film and must have obtained necessary permissions for the inclusion of copyrighted music and/or images within the films.

6. Films can be completed at any time.

7. The maximum duration of films is 30 minutes including credits except for certain awards.

ENTRY FEES
8. Submission prices are £5.00 for all submissions.

9. The Individual costs equate to the administration time behind the submission.

SUBMISSION FILE SPECIFICATION
10. We are accepting submissions as Quicktime and Windows Media Files as well as Video DVDs. To submit a file you need to encode your file using the specification shown below and then burn this to a DVD.

11. This year we will accept either a Quicktime or Windows Media Video file with the following specifications:

Quicktime / PAL Video
Accepted codecs are: H264, MPEG4 and Sorenson 3. Please try to use H264 or MPEG4 as theseare far more recent and more efficient codecs than Sorenson 3.
720x404 for 16:9 and 720x576 for 4:3 - Pixel Aspect Ratio = Square pixel
25 Frames per second
No Fields (Progressive)
Video Data rate not to exceed 2000Kbps. (This can either be a Constant bit rate encode of 2000Kbps or if it is a variable bit rate encode the maximum data rate must be no higher than2000Kbps)
Audio: Accepted codecs are: IMA 4:1, AAC and MPEG-4 Audio
Please make sure you audio is stereo and 44kHz, 128Kbps

Quicktime NTSC Video
Accepted codecs are: H264, MPEG4 and Sorenson 3. Please try to use H264 or MPEG4 as these are far more recent and more efficient codecs than Sorenson 3.

The resultant filesize should equate to approximately 16MB per 1 minute of video and audio.

THE SUBMISSION AGREEMENT
12. Your submission will not be complete until a signed copy of the South Talent online agreement has been received in the White Lantern Film office.

MULTIPLE / REPEAT ENTRIES
13. Applicants may enter as many films as they wish. Please note each entry requires a separate DVD and entry application.

14. Films already submitted previously to the competition of previous editions of the South Talent are not eligible for re-submission.

15. Film who have appeared in the Future Shorts programme are eligible to submit.

FESTIVAL SCREENINGS
16. If your entry is chosen for the programme, you will be asked to supply a Quicktime or Windows Media Video file for screening at the event on DVD.

SELECTION PROCESS
17. All films are viewed in front of a panel of three industry professionals; the selected films are then passed onto our Creative Director.

SELECTION & NOTIFICATION
18. Successful entrants will be notified of their inclusion in the South Talent 5 working days prior to the event.

19. Those entrants who have not been successful will also receive an email.

FOREIGN LANGUAGE FILMS
20. If the original language of any dialogue or text featured in the film is not English, the preview and screening copy must be subtitled in English.

STILLS SPECIFICATIONS
21. Please email or send in your stills on CD at the time of submission.

22. Preview copies and stills CDs should be clearly marked and on the spine or on the exterior of the spine or the exterior of the case and on the disc or tape with the 'Film ID Number' and the film title.

23. Additional material such as press packs and production information are not required at this stage and should not be included

Image Size (Festival Brochure and Website Campaign): Minimum 5cm Width
Image size (Inclusion In Press Campaign): Minimum 15cm Width

Please: No jpegs compressed for / from websites

PUBLICITY
24. In addition to the reproduction of stills and clips of selected films (under 3 minutes or 10% of the total length of the film*) for all South Talent and Future Shorts Bournemouth publications, festival trailer, press and TV coverage, they may also be screened as part of preview screenings to promote the event. The festival also reserves non-exclusive rights to show your film free-of-charge online on the South Talent, Future Shorts Bournemouth and or White Lantern Film website.

SUBMISSION DELIVERY
25. Film submissions and screening copies being sent to the UK from a non -European Union country, must be accompanied by the necessary customs documentation / pro forma invoice.

26. When arranging delivery you must ensure that all import and export charges associated with thefilm are paid. It is advised that the stated value of the package is listed as being no more than 5 euros for customs purposes.

COPYRIGHT
27. By submitting a film, you understand that White Lantern Film and persons and entities affiliated with, related to, or connected with White Lantern Film may have access to and/or may create or have created stories, ideas, and materials that may be similar or identical to the Submission Material in theme, idea, plot, format or other respects.

28. You understand that many stories and ideas are similar and that often different stories and ideas relate to one or more common underlying themes.

29. You acknowledge and agree that White Lantern Film may determine, in its sole discretion, that it has an independent legal right to use any stories, ideas, and/or materials contained in the Submission Material for various reasons, including, without limitation, because such stories, ideas, and/or materials are not novel or original, are not fixed in tangible form, and/or were not originated by me, and/or because other persons have submitted or developed similar or identical stories, ideas, and/or materials. Accordingly, you agree that you will not be entitled to any compensation because of the use by White Lantern Film any stories, ideas or materials that are similar or identical to the Submission Material, unless otherwise protected by the Copyright, Designs and Patents Act 1988.
